Habakkuk asks why God allows violence and why an even more violent empire would become an instrument of judgment. The dialogue does not minimize the difficulty. God calls the prophet to wait, exposes the arrogance of oppressors, and promises that their power will not endure. A concluding prayer chooses trust even when fields, flocks, and visible security fail.
